framework of the project "Promotion of the Digital
Arabic Content Industry through Incubation" which was
initiated in 2007, UN-ESCWA, in collaboration with
selected technology incubators in the region, organized
several national competitions to incubate the best
digital Arabic content (DAC) projects during the second
half of 2008. The competition was open to young
entrepreneurs as well as university and college
graduates who have a project idea or a concept that
would contribute to the development of the DAC industry.
The main aims of the DAC competition are:
encouraging university graduates to work in the DAC
domain in view of its importance and the available
instigating entrepreneurs and guiding them towards
new investment opportunities;
awareness on the importance of DAC and promoting
this industry in the region.
The DAC Competition in Palestine was launched by UN-ESCWA
in cooperation with the Palestine Information and
Communication Technology Incubator (PICTI) between 25
June and 31 July 2008. Sixteen applications were
received as participants to the competition.
Following a two-phased evaluation process undertaken by
UN-ESCWA, PICTI as well as experts from the business
domain, the Arabic OCR System was selected as winner of
The Arabic OCR System is an optical character
recognition system which uses neural networks possessing
with an ability to ‘learn’. It has a precision rate up
to 95% and an ability to recognize a variety of fonts as
well as handwritten script. It was presented by Abdel
Karim Kaabneh and Ibrahim Mleihat.
The project was awarded an incubation period of one year
which started in November 2008 at PICTI premises.
Information and Communication Technology Division at UN-ESCWA
in cooperation with Palestine Information and
Communication Technology Incubator (PICTI), launched the
Digital Arabic Content Competition in Palestine on 25
June 2008. The event took place at PICTI premises in Al
Bireh, Ramallah and included presentations on the
importance and opportunities of the digital Arabic
content industry, the Digital Arabic Content Competition
and modalities of participation; and the services
offered by PICTI for winning projects.
Over 40 participants attended the event representing
different universities, enterprises as well as graduates
